Why can the Pirates not scout other farm systems worth a crap?

I am just wondering because for all the heat they take for trading everyone away, they aren't the only team that does it. I mean, Florida does it and Cleveland does, too since about 2000-ish if they are due for FA. The difference seems to me that while Florida gets Hanley Ramirez, Ricky Nolasco, etc. the Pirates get seemingly nothing.
