Why does'nt China become a more free country?

China is very concerned about stability and civil war. There are many minority ethnic groups in China who in a democracy would attempt to achieve independence. The Chinese government wants to avoid this and many Chinese feel the same way. They feel they are better off as they are for the moment, perhaps gradually moving towards democracy in the future at a local governement level first. They feel stability and prosperity are the top priorities.
