My whole desktop (including task bar) keeps disappearing and reappearing! please help! i will choose a best?

i disabled all startup stuff and it still happens.... i tried retyping explore.exe in the shell train, still happens... i booted in safe mode and it still happened.... i was able to do a virus scan and that did nothing! i dont know what to do anymore... please help!!
